We've had many discussions on ranking the characters, but what about their individual moves?

Because there are so many moves compared to characters, I'm only going to do S-tier...or we'd be here all night. So, in no real order:

Blaze 3 - forward fly-kick:

This is the no.1 jumping move for control, and has the standard 12 damage...unlike Blaze 2. (who has the same control but a pitiful 8 damage)

Max: 0/1-star blitz

The slide. Invincible while doing it, sets up back slams if positioning is right and one of the few moves that can destroy any boss. He is a bit over-reliant on it though, as it's kinda needed to get around the screen.

Skate 2: 0/1-star blitz

The headbutt. An instant-hitter that can't be stopped by much (only a handful of enemy moves) and while it's not easy to master (requires a lot of precision skating), it can destroy any boss if you do - especially good against 5.1 Shiva/Rudra. Did I mention that it does a whopping 40 damage too? (32 with the somersault after)

Skate 2: 3-star blitz

It can't move diagonally like Skate 3's...but it's not needed when it has more damage than most 3-stars, and is also one of the best for control. It is vulnerable to hits from behind while in the air, but the final ground smash can hit for miles around (unlike Rudra's which is similar in effectiveness but vulnerable at the end too). And when you come up against a blocker, you can simply headbutt instead.

Zan: 3-star blitz

This has the worst damage of all 3-stars, but the best control. Thanks to diagonal moving, it is literally unstoppable...get into a rhythm and watch anything fall down. (although it does take a while, and if you fail to control multiple packs you'll get hit from behind)

Roo: back attack

Ah yes, the famous tail poke. Difficult to set up and maintain, multiple enemies will most likely spoil it (as will jetpacks and projectiles) but get it going and nothing can stop you. There is nothing else in the game that can take down anything, regardless of who. (apart from Mr.X, who never runs out of adds. And bosses that don't touch the ground. And the boss who keeps shifting backwards every time you hit)

Shiva 2/3: forward A special

A powerful instant hitter with a deceptively long range.  Because it comes out so fast, it can be used to counter pretty much anything, as well as being a decent offensive move due to it's range. The only downside comes from it being an A-special.

Mr.X: standing A special

We all know the drill, from facing him so many times - top corner, rat-tat-tat-tat, room knocked over. The problem ofc is the massive vulnerability that follows it...luckily he has the run speed and long roll (he jumps but it's actually a roll) to dance around the screen while recharging it.  Still awkward to use, and if you're not in the right place it becomes useless...but you can't deny the sheer effectiveness of lead.

Elle: forward fly-kick

Rules the roost on aerial control just like Blaze 3's kick (same damage too), but with the added satisfaction of using an annoying enemy move on your enemies.

Rudra: 0-star blitz

A flying SF2-esque move that's so effective it's almost criminal. Despite being multiple-hit, it even knocks down blockers. Damage isn't the best (esp. with it being multiple-hit), but doesn't really matter when there's nothing that can stop it really. (the 1-star version is weaker though, as the long range can make it pass through enemies without knocking down)

That conveniently makes 10, but feel free to add any more.

I think you've done a great job of covering all the major game breakers! The only ones I'd add which are not necessarily top tier moves but are very, very good are Blaze 1's kikoushou forward special (it's very much like Shiva's in damage and safety), Blaze 2/BKM and 3 have a very powerful and safe 3 star blitz, Zan's 0 star (he can move faster using it repeatedly than he can just by running), and Shiva has possibly the best standing jump attack in the game, the diagonal kick.

Skate 3 would have a potentially very powerful 3 star blitz if it had the same diagonal properties it has in SoR3, but sadly not, and thus in SoRR, Zan is the guy with the best diagonal attack blitz gimmick now. Max used to have an insane game breaker in 5.1 and 5.0 with his totally invulnerable 2 star blitz, but it's been significantly nerfed in 5.2. Max is still really good, though.

It gets even better! Mr. X actually can't resummon helpers if you keep him stunlocked; he only resummons enemies when he's able to move around (not staggered or grabbed). And, while it's very difficult as there's limited opportunities to do so, it is possible to get SoR2 Jets in a stunlock after their diagonal attack. The only enemy who can't be stunlocked in 5.2 appears to be Ash, who has some weird i-frames during his stagger animation or something, and is the only enemy who can actually attack Roo if you try to do long range stunlocking (fortunately Ash is otherwise easy to jump kick or grab). 5.2 also lets you do his higher damage close range version just like in SoR3 where you use the back attack up close (punch, punch, back attack).
