Is the final part of the final stage of Streets of Rage 3 the only stage to not be in SoRR?

The part where you fight Robot Y with a 3 minute timer? i was just curious as i'm still working on a video covering stuff on SoRR.

Technically this stage appears in the game, but not as Neo X/Robot Y battle, but as a mission when you play as Axel to protect Blaze from punks and goons attacks.

Is that in a cutscene? Also are there different cutscenes for certain characters?

No, it's a mission in the event mode, i don't remember exactly the number but i know this stage appears there.

And there only Axel is the playable character.
