Version of skate from Part 3 with the ground roll?

Quick question, was just wondering if I can unlock the version of skate from part 3 that has the ground roll? I'm not familiar with him in the OG games, only from streets of rage 4 where you can unlock the SoR3 version of him by playing the game. How do I unlock him with the ground roll special in SORR? And can it do infinite damage like in SoR4?

SoR3 Skate never had a ground roll special. SoR4 doesn't aim to have accurate portrayals of the original characters. The only rolling animation attacks SoR3 Skate has are his 2 and 3 star blitzes.
