Overscan adjust?

Hello all! New poster, here. I was wondering if there is a way to resize the game image? I play Streets of Rage Remake on my TV via a Raspberry Pi and unlike PC monitors, TV's do not have Vsize or Hsize adjustments.

Note: I DO also have classic arcade games installed on my Pi, and those games are all set up to fit the screen perfectly. It's only when I play Streets of Rage Remake do I have issues with the sides, top, and bottom of the picture cut off, so I'm not interested in any global raspberry Pi related video fixes. My problem is specific to SoRR.
