I want to change or create characters and stages to start.

As for editing stages, there's the SoRMaker feature, which works great for that purpose.
About character editing, you should handle those compressed .fpg files -- at least, this was what i've seen some people posting somewhere here in the forums --, but I don't know anything about them.

I Have found one app called FPGEdit, but I don't know where to get the original FPG files.

I will search, but if someone have a link.
