Nope, that's not the patch. The patch is included in SOR3 Project, but I only want the patch.

Found it on soronline using the Wayback Machine. I've uploaded it to Romhacking.net if anyone is interested.

Both BK3 and SOR3 version are in the zip: romhacking.net/hacks/5120/
 
I've just did a playthrough with the patch, the translation from TwilightTranslations and some minor tweaks I did, and no problems so far. Just remember to fix checksum if you apply more patches.
